Is a T4 flipper safety. Appears to have E.l. superimposed on top of or vica versa.
Never seen a double stamp on one of these safeties.

Yes, it was a transferred part. Either Eaton sent to Steinen or visa versa. You would have to look very carefully to figure which is the top stamp
