Are you looking for the VP during WWII production era or at any time?
is it possible you are thinking of David Marshal Williams who is associated with the carbine? shows Vice Chairmen but no VPs No one on the board with the last name Williams Charles Erwin Wilson? who went on to become US Secretary of Defense

The guy in charge of the Inland Division during WWII was J. D. O'Brien, General Manager. This link has copies of various letters to him from The War Department. He was G.M. from 1942 to 1961.
