Need help with front ring stamp

   A friend of mine has a 6.8M Inland with no number 1 or 2 stamp following the M. It is blank. He reached out to me and I searched the CCNLs, primarily 254, 355, 375, and searched past forum posts, but could not find any details or context regarding the occurrance of a missing number 1 or 2 following the M. I know there were some during the hand stamp era that were just plain missed likely due to the frantic build cycle, but would love to have some more details to pass along to him. Can anyone help me with this.
