New York State's 2013 "SAFE ACT" introduced by, then, Governor Andrew Cuomo defined "assault weapons" which were required to be registered with the New York State Police. These registered "assault weapons", could not be sold or transferred to another New York State resident, only to be sold to a Federal Firearms Lincensed dealer for sale outside New York State. Basically in New York State, an assault weapon is any semi-automatic weapon with a cartridge capacity of more than 5 cartridges and one other listed feature. With regards to the M1 carbine, the only one other listed feature is the bayonet lug. Well, I ordered reproduction type one barrel bands from Numrich Arms to replace the barrel bands with the bayonet lug. My M1 carbines are no longer "assault weapons" and can be sold or transferred to another New York State resident. Think about it, a bayonet lug in New York State is what defines the M1 carbine as an "assault weapon".

Makes no sense at all! They're definition of assault weapon is ridiculous because you can simply assault someone with any object. I could in theory turn a regular fork into an assault fork, would they then start trying to regulate those as well? The way some states are, makes me wonder if we really are the United States sometimes. Crossing certain state lines is like visiting another country these days

I believe that law isn't constitutional. They can't exclude other out of state Federal firearms licensees without violating federal regulations. There are several other classes....

If one hasn't noticed, when it comes to Socialist / Communist group think and control of the masses in deep blue states.... the law is what they say it is, until possibly, crushed in a court of "Law" by an unbiased judge. Unfortunately that doesn't happen enough. To these Marxist's the Constitution is an old rag that needs to be tossed.

I hate to revive and old thread but can't help myself in this instance, forgive me... In reference to Jond41403's post I am selling a set of 4 assault forks for only $39.95 plus shipping. For those in "restricted" states for an additional $2.00 I can repackage them as "tactical forks" to slip by.

Otherwise; Standard three prong forks are still regarded as highly dangerous to the emotional distraught and well being of the uninformed, Therefore, all standard, non-assualt forks will still required a mandatory 30 day waiting period before possession.

That seemed high to me but I did a little digging and assault forks, eh um uh tactical forks are pricey these day.  Good luck with the sale.

Old post, and I'm late to the party, but I think the advice here is just plain wrong.

I have a number of USGI M1 carbines with the Type 3 barrel band with bayonet lug.  All are registered under the NY SAFE Act without issue, as are all of their USGI 15 rd magazines.  No issues.  All of this is done online, and it's updated as I acquire any new M1 carbines.  As C&R eligible firearms, they are treated differently under the SAFE Act.  Talk to a NYS trooper with knowledge of the SAFE Act.  They are the responsible agency for enforcement.  

Now, if you ask your local street cop, you might get different advice.  But, the letter of the law, the process on the SAFE Act registration website, and the policy of the enforcement agency (NYS Police) is that M1 carbines with the Type 3 band and bayonet lug REQUIRE registration, but if registered ownership is legal.

Former NYer. I am not a lawyer, nor are the vast majority of the NYS Police. What they say is considered their opinion, which will probably not hold up in court. 

I see there is a online registration/recertification page, However it seems that registration had a deadline. I suspect the page was never changed after that date and a registration attempt may be denied with possible implications. 

As best as I can decipher that a so called AW cannot be transferred to an individual in the state. 

If you can find something from the NYS website that specifically states an exception for C&R then please post a link

I agree with New2brass, the NYS SAFE ACT had a deadline, which has passed, to register listed assault weapons. Acquiring assault weapons after the deadline is illegal and unregistrable. Why would anyone want to register an M1 carbine in which the bayonet lug defines it as an assault weapon when replacing the barrel band with a Type 1 barrel band that lacks the bayonet lug would classify the M1 carbine as being in the category of rifles and shotguns? NYS SAFE ACT registered assault weapons must be recertified every 5 years. Failure to do so can result in confiscation.

But you could have gone online and clicked if or if not there is a Bayonet Band on your M1 Carbine?
And this decides if you have a AW.....

Thank goodness we are only allowed to live long enough to barely stand what’s going on in society before we pass on to whatever reward we might expect. I was raised in the era of 20-cent gasoline, new Chevy for $2600 and a minimum wage of a dollar. Plate lunches were a dollar, coffee was a nickel and we all raised hell when Cokes went from a nickel to 6-cents. We are only allowed to live long enough to survive in the nonsense that continues to compound year-by-year. Nonsense….pure BS!

I remember in the 1960s when the Manhattan Yellow Pages had 2 or 3 pages of gun dealers. And that was just Manhattan.

Probably one of the most famous was Bannerman's on Broadway. you could walk in and buy a cannon or a gattling gun.  Mail order too!

The building was leveled circa 1959, but many gun enthusiasts probably own the reproduced catalog that was available through at least the 1990's. 

For those interested, do a google search for Bannerman's Island for the families Scottish castle built on an island in the Hudson river, made with government seized concrete.
