USGI .30 Carbine Ammo ID ??

   Hi fellas,I found this unopened can last year and got it at a good price. Apparently, someone prior to me tried to expose the lot number and gave up. Why would it be painted over? Was this can repacked? A curious tag still resides in the pics. Any help would be greatly appreciated. Thank you.
