Sling well mark is Q-RMC, box with RIA over EB on same side. Right side is crossed cannons. I really looked and cant find the RIA over EB. Any help?

Rock Island Arsenal rebuild stamp. The EB is the inspector's initials (EB = Elmer Bjerke). see below link.
