I have a question about the forearm of my Universal. Three of the four rivets on the metal tab which tucks into the receiver have broken.  I can remove the tab and re-rivet it to the forearm but my question has to do with tightness.  When I bought the gun, two of the rivets were broken, and the tab was loose when slipped under the receiver lip, causing the forearm to be loose as well.  I don't know if the looseness is intentional or because the rivets were missing.  Question is, when I re-attach the tab to the wood, should it be loose or tight?  Thanks in advance for any help.

The handguard liner (metal tab) should be riveted tight to the handguard.
