My guess would be a San Antonio Arsenal (SAA) rebuild stamp with the inspectors initial in front of it. I think it is possible that the U is actually a C (CSAA), which has been seen before. Funny thing is if it really is a USAA marking, USAA Bank/Insurance Company is headquartered in San Antonio.
