Looks like a flip sight positioning tool.

I think that you place it over the rear flip sight to locate it when installing

I believe it has something to do with scope mounting on the M1 carbine.

I should have said carbine rear sight alignement tool to make it better understood! But I still never used one so do not know how it works with the flip sight.

It's for marking the receiver when removing the type 1 leaf-type sight so the sight can be returned to its original location later.

See for example Figure 37 in the TM 9-1275 (1947 edition)
