Suggestion Award Winner was probably obvious.

The non-denominated tax stamp came into use in 1940 till the playing card tax was repealed in 1965.
The B & B cancellation is Brown & Bigelow.

B & B made promotional items
Dave, They made calendars for the Boy Scouts of America featuring the works of Norman Rockwell!
B & B marketed their cards under the Hoyle name.

Saginaw used this logo in the 30s and up till at least 1950.
