Since these are used items, listed in quantity... Are they surplus?
Gunparts Corporation (Numrich Arms) has: USED, GOOD TO VERY GOOD SOLID STEEL (Non-Ventilated) HANDGUARDS for the M1 and M2 Carbine. https://www.gunpartscorp.com/products/1479010 I once saw a Bavarian M1 Carbine with one of these on it, but who knows WHEN the rifle and handguard got paired together. In info/insights on this would be welcome. |

Not USGI surplus. Aftermarket commercial, I know that National Ordnance Inc made a metal handguard with no holes, possible that other companies did as well.
