Hi DJONES, your Inland just screams out to be restored. Floydthecat is on the right track about a sleeve. This sporter sight is most likely soldered on, so easy to remove.

I'd make a sleeve to bring that ".487" O.D. up to the usual diameter of .578 -.583, sweat solder it on, chamfer the muzzle O.D.,  and mill the key slot. Touch up with a close-as-possible-match parkerizing to complete. Only need a USGI sight +key +pin.

It should not cost you any more than $100 for a good gunsmith to do this.

Looked over this Inland today, this is what I found:

Trigger housing:    Inland type 2 (blue over park making it purpleish)
Hammer:             Inland, type 1 dog leg(do not remember mark think HI)
Sear:               type 1 no mark seen (did not take TH apart)
Trigger:             unknown (did not take TH apart)
Mag relese:        Type 5 no marking
Safety:             Push either type 2 or 3, did not pull to check, no markings       
Bolt:               Type 3 Inland, round marked IA
Fire pin:           Unmarked
Extractor:          Unmarked
Barrel:             General Motors, no date MW 1.25
Barrel Band:        Type 3 cut down to type 2,support ring cut out
Rear sight:        Type 3 stamped
Front sight:        ?????? NOT GI either welded or silver soldered on, done well and not sure how to remove it
Slide:               Type 4 Standard Products marked S in well, blue polished
Stock:               M2 SA marked
Barrel, action and recoil plate all polished blue with areas of finish worn off. Top end of receiver the stamping has been ground off, where it should say
           U.S. CARBINE
            CAL. 30 M1     
it now says nothing, all stamping is gone.

I'd say you have a shooter there, not worth attempting any further restoration. Shoot and enjoy. If you want to attempt a restoration better candidates are still floating around.
