Truth be told, I wonder what is up with that too. Even though I've only been on the mortal plane 21 years and been into carbines since I was probably 5 or 6, I've never seen that crude or messy, whichever word you want to use of a stamping job on a barrel personally.
USGI magazines are like potato chips, you can't have just one!

Jeeze,
I'm an Idiot.
You guys spelled it out but I was convinced It was something different.
It just now dawned on me what you were telling me:

The Type III Bayo Band is slid forward against the Frt Sight, Then the Picture was taken !!!
I'm here thinking Surely these guys can see that the barrel is less OD in Frt of the Sight and Larger OD in back.

What can I say ? Ouch
That's what I deserve for picking out problem carbines all day on the auctions.

Appreciate the helpful insight gentlemen even if it took most of my evening trying to point out something that wasn't there. Your a good bunch !

In this picture:
Does the Barrel in front of the Sight looks the same OD as behind the sight ?

I think you are seeing the IBM barrel notch
Take a look at the datasheet

Picture shows a slight recess between the rear of the Frt sight and the ridge just touching the lead key. 
At this point you can see the OD of the Frt sight (ring) looks equal OD to the Ridge touching the lead key. You could lay a straight edge on it at this point.
Then the ridge that's touching the lead key travels back to the rear ridge where the barrel becomes the full diameter size.

Have you ever installed a Frt sight back far enough to touch this ridge ?

I understand a Bayo band would slide forward to the back of the Frt sight.

I agree with jackp1028, the barrel band is up against the front sight in photo 3.  Looks fine in photo #4.

Pic #3 looks like the barrel band is slid up against the front sight. Barrel looks okay to me.

Seen this on GB today. IBM 3,709,586
IBM Barrel markings look like a mess.
After seeing the Barrel markings...
And Especially what appears to be the turned down area / diameter on the barrel to the rearward position of the Frt sight.
Picture makes it Appear the the Frt sight is all the way back, but looking at another picture from a distance you'll see it isn't. Is it just me ? Or is it the pictures that make the Frt sight look as though it's the correct diameter to the rear of the Frt sight and keyway, BUT then steps up to a bigger diameter, before getting to the full diameter of the barrel. 
Is this a real IBM barrel with just another Messy stamping job like seen on others.
I see no markings on the barrel flat.

Is the muzzle end milled to 2 different diameters before getting to the full barrel diameter?
It appears the forward area that the Frt sight and keyway are on is a smaller diameter than directly behind them.

Also noticed and wanted to ask if it's common to see a letter marking here on a IBM ?

1- Is the Barrel real ?
2- Is the front of the barrel 2 different diameters ? Before getting far enough back to the full diameter barrel.
3- Is the letter marking on the receiver cross bridge common on IBM's ?

Hope you can follow my screwed up descriptions, I'd give a $100 to put a Mic on this barrel front.
